Make a smooth transition

Say where the link goes
Readers get frustrated if they wait for a file to download and then discover that it doesn't contain the information they expected.

Uninformative: See the Rehabilitation Center.
Informative: See the Rehabilitation Center for hours of operation.

Use the expected color for links
Readers are used to two common colors for textual links: blue for links that have not yet been clicked, and purple for links that have already been clicked. Unless you've got a good reason, stay with these colors.
